Shelly Norgard, retail manager at Mirvac, is the recipient of the 2025 Frank Lowy Fellowship.

Supported by Scentre Group, the fellowship recognises emerging leaders who demonstrate innovation, professional distinction and significant contributions to the shopping centre industry.

Established in 2016 by the Shopping Centre Council of Australia (SCCA), the award acknowledges the contribution of Sir Frank Lowy AC to Australia’s retail and commercial property sector.

Norgard received the award for implementing Australia’s first shopping centre-hosted speed interview recruitment program to support retailers facing workforce shortages. The program delivered a 93 per cent recruitment success rate and a 100 per cent retailer return rate and is now being rolled out across Mirvac’s portfolio.

“We congratulate the 2025 Frank Lowy Fellowship recipient, Shelly Norgard. Shelly’s determination to strive for excellence and not accept the status quo has produced a highly successful and scalable recruitment program for Mirvac’s retailers,” said Elliott Rusanow, chairman of the SCCA and CEO of Scentre Group.

The SCCA also awarded High Commendation recognition to two nominees:
• Amy Copley, head of marketing, brand and communications at Scentre Group, for strengthening the Westfield brand across 42 centres in Australia and New Zealand and establishing Studio Red, the company’s in-house content capability.
• Leigh Caulfield, national facilities manager – business systems at Vicinity Centres, for leading Chadstone Shopping Centre to achieve pre-certification for a Platinum-level Well Building Rating, the first major centre in the Southern Hemisphere to reach this stage.

Sir Frank Lowy AC said: “As the Fellowship again recognises the important contributions made by individuals to our industry, it is pleasing to see this year’s nominees represent such a broad range of specialties – from marketing, community, procurement, centre management, design, property, data and leasing – all who have excelled in their fields.”

The 2025 recipient will receive a $20,000 contribution from Scentre Group towards a professional development pursuit or industry event of choice.

“SCCA is proud to support the Frank Lowy Fellowship in recognising talented young leaders and their achievements in the shopping centre industry. Named after Frank Lowy AC, the fellowship continues to promote leadership and innovation in the sector,” said Angus Nardi, SCCA CEO.
